In the Indian state of Uttarakhand, during the years 2003-04, the Uttarakhand Board of Technical Education (UBTE) was appointed to handle the administrative affairs governing vocational education in the state. Both the government-owned and private-owned, Industrial Training Institutes (ITIs) and Industrial Training Centers (ITCs) respectively, conduct an array of engineering and non-engineering trades. The aspirants who are interested in becoming technically qualified professionals can enroll in the centers, rather than pursuing conventional school studies.

The policies pertaining to vocational education in India are drafted by the National Council of Vocational Training (NCVT); and the State Council of Vocational Education (SCVT) bears the responsibility of the day-to-day implementation of the NCVT’s laid-down guidelines.

In India, industries face shortage of skilled resources and for fulfilling the given requirements, the Union Government of India constituted the ITIs and ITCs across the Indian states. The Craftsmen Scheme was introduced in the year 1950 with the objective of imparting quality technical education.

The students have to complete the trade programs for attaining the National Trade Certificates (NTCs) and State Level Trade Certificates (SLTCs). The NTCs are conferred after completing the trade courses that come under the NCVT category; and the SLTCs, after successful completion of the SCVT trade programs.
